The sole edition of an anonymous proposal, directed to Prime Minister Frederick North, Second Earl of Guildford (1732-1792), for the improvement of the administration of the East India Company.

The Monthly Review (Vol. XLVII, 1772) appeared rather indifferent in their brief summation: 'Some plausible ideas are here thrown out for the protection of the East India settlements under the several heads 'Sovereign, Governor, Council of State, Revenues, Administration of Justice, Army, and Trade.' The speech annexed to the plan is verbose and unsatisfactory'.
