A revised edition of a pamphlet issued by Society of the Friends of the People presenting a plan of parliamentary reform urging, inter alia, the abolition of rotten boroughs, single member constituencies, and extension of the representation to industrial towns. The plan was presented to parliament in May 1797; it was rejected by 256 votes to 91.

The pamphlet was first published in 1795 under the title of Declaration of the principles and plan of parliamentary reform, recommended by the Society of the Friends of the people. This edition includes an introduction by political writer Sir Philip Francis (1740-1818), one of the founding members of the Friends.
