A contemporary Jacobite account of the Glencoe Massacre, with the title referring to Emperor Gallenius' brutal response to the raising of rebellion in the province of Moesia (the Balkans). The Emperor's instruction to lay waste to the entire province in a letter to his local lieutenant bore, in Macaulay's words, 'too much resemblance' to that of John Dalrymple, first Earl of Stair, chiefly remembered for his major part in the massacre.
