A rare survival of the sole edition of a pamphlet published by Governor of Bombay Sir Frederick Sykes (1877-1954) surveying the economic conditions of rural Bombay.
The scheme for rural reconstruction devised by Sykes, in its most fundamental terms proposed that improvements to and management of matters relating to education, sanitation, and general welfare be overseen not by the broader government, but by local boards, committees, and co-operative societies. The scheme was implemented not merely to improve the social welfare of the presidency, but also in response to unprecedented financial difficulties and political and industrial unrest that had plagued India for the best part of a decade.
